ACT Revenue Office to Engage Global Market on Future Digital Ecosystem

The ACT Revenue Office (Revenue Office), a business unit within the Chief Minister, Treasury, and Economic Development Directorate of the Australian Capital Territory (ACT), Australia, is wishing to engage with industry as part of a strategic initiative to modernise its digital platforms and secure the Territory’s future tax revenue streams.

The Revenue Office manages the assessment and collection of ACT taxes, rates, duties and levies and administers conveyance duty concessions, exemptions, and outstanding debts. The ACT Budget 2025-26 estimates that the Revenue Office will collect over two and a half billion dollars in revenue and will provide tens of millions of dollars in concessions and refunds.

The Revenue Office is launching an Early Market Engagement process to explore the technologies that will support a shift to a product-based operating model and a composable digital ecosystem.

The Revenue Office is adopting a Software as a Service (SaaS)-driven composable architecture, moving away from traditional all-in-one systems. Importantly, the Revenue Office is not seeking a like-for-like commercial off-the-shelf replacement for its legacy systems. Instead, the focus is on understanding industry’s best practices and analysing available technologies to support the transformation into a composable digital ecosystem.

The insights gained through this Early Market Engagement will inform the Revenue Office’s requirements for future procurement activities.

Key objectives of this engagement include:

·         Understanding industry’s ability to support the proposed composable digital ecosystem and product-based operating model

·         Analysing implementation approaches and practices

·         Informing a phased implementation and sustainment strategy with indicative costings

The Revenue Office invites local and international industry stakeholders to contribute to this important dialogue and help shape the technology future of the Revenue Office.

Vendors are encouraged to register their interest by emailing actro.industryconnect@act.gov.au . The Revenue Office will then invite registered vendors to participate in the Early Market Engagement process, which will commence in early October 2025. Registered vendors will receive an information pack and may submit their responses until early December 2025.
